Enchant Ring - Spellpower in TBC requires Enchanting 360. The ring enchant effect works only while you stay at that skill level or higher, so if your enchanting drops below 360, you lose the bonus.

A couple of related notes:

• In TBC, ring enchants are the special Enchanting-only perk.
• The spellpower ring enchant is one of the later TBC enchants, so it is not available at low skill levels.
