In formal terms, the document was executed by “Hari Singh, Maharajadhiraj of Jammu and Kashmir State,” acting as the sovereign ruler of the state. The accession was then accepted the next day by Lord Mountbatten, the then Governor-General of India, on behalf of the Dominion of India.
