You get the Town Map in Pallet Town from Daisy , who is Gary/Blue’s sister. After you get your starter and talk to Professor Oak, go to your rival’s house and speak to Daisy to receive it.

Quick steps

1. Pick your starter in Professor Oak’s lab.
2. Head to the house north of the lab.
3. Talk to Daisy inside.
4. She gives you the Town Map.

In FireRed/LeafGreen, the Town Map is a Key Item you can access from your bag, and it’s available in those versions.
