The moment of inertia is a scalar physical quantity (for rotation about a specified axis), analogous to mass in linear motion. In more advanced 3D rigid-body mechanics, the rotational properties of a body about various axes are described by a tensor called the inertia tensor, but when the question is about “moment of inertia about a given axis”, it is treated and used as a scalar.
