The Incident Action Plan (IAP) is prepared by the General Staff Planning Section. Under the Incident Command System (ICS), the Planning Section is responsible for collecting and evaluating information, tracking resources, and developing and documenting the IAP for each operational period, usually led by the Planning Section Chief. The Operations, Logistics, and Finance/Administration Sections provide input, but the formal preparation and documentation of the plan is a Planning Section function.
