The term is usually head tilt or quizzical tilt when a character leans or tilts their head in confusion. If you mean a fuller side-to-side movement, that’s more often called a head turn or head rotation.

In anime/manga, the confused reaction is often shown with a sweat drop or a head tilt plus a “huh?”-type expression.
