Kaifeng unlocks after you finish Chapter 1 and reach level 32 in Where Winds Meet. After that, the game sends you into the Chapter 2 opening quest, which opens Kaifeng City for travel and exploration.

What you need

  • Complete Chapter 1 of the main story, including the final questline leading into Chapter 2.
  • Reach level 32.
  • Then take the boat from Qinghe’s dock to Kaifeng and start the introductory quest there.

Practical note

Some guides also note that Kaifeng is the second region and can feel locked a bit longer early on because of progression pacing, but the hard requirement still centers on Chapter 1 completion and level 32.

TL;DR

Finish Chapter 1, hit level 32, then follow the Chapter 2 intro to Kaifeng.
