Starfield is already out on Xbox. It officially released on Xbox Series X|S on September 6, 2023, and is available through Xbox Game Pass as well as a standard purchase.

If you’re browsing the store, just search for “Starfield” on your Xbox Series X|S, and you’ll see it listed as available to play or buy, not as a pre-order.
