You can enchant items in The Elder Scrolls IV: Oblivion at special Altars of Enchanting, and there are only a few real options:

Main places to enchant

  • Arcane University – Chironasium (Imperial City)
    • This is the “intended” main place to enchant. You need:
      • To join the Mages Guild and
      • Get all seven recommendations (Anvil, Bravil, Bruma, Cheydinhal, Chorrol, Leyawiin, Skingrad) so you’re promoted and gain access to the Arcane University.
* Inside the University, go to the **Chironasium** ; the Altars of Enchanting are in there.
  • Arch‑Mage’s Quarters (Imperial City)
    • Once you eventually become Arch‑Mage , there is also access to enchanting there.
  • Frostcrag Spire (DLC player home)
    • If you have the Frostcrag Spire / Wizard’s Tower add‑on, the tower includes an Altar of Enchanting.
* You must fully “activate” the setup by buying the required magical furnishings (like the candle box) from Aurelinwae in the Mystic Emporium in the Imperial City.

Quick extra: “enchanting” without an altar

Even before you unlock an altar, you can effectively enchant gear by using Sigil Stones from Oblivion gates (they apply a fixed enchantment to a piece of gear when you use them in your inventory). This doesn’t need the Mages Guild or soul gems, just the stones themselves.
