Mr. Frederick in Animal Farm represents Adolf Hitler and, more broadly, Nazi Germany. He is the ruthless owner of Pinchfield Farm, known for his cruel , calculating nature and for driving very hard bargains, which mirrors Hitler’s aggressive, manipulative politics. Orwell signals the parallel most clearly through the way Napoleon (Stalin/USSR) first denounces Frederick, then suddenly makes a timber deal with him, just as the Soviet Union signed the Nazi–Soviet Pact with Hitler. Frederick then pays for the timber with forged banknotes and launches a violent attack on Animal Farm, destroying the windmill, echoing Hitler’s betrayal of the pact and invasion of the Soviet Union in World War II.
